Adobe Photoshop Element 5.0 and Adobe Photoshop CS2

Not sure whether this is the place to ask this. Got 2 questions to ask

1. What is the major differences between the above 2?

2. I would love to have a border with my name and photo properties on the side. Does Photoshop Element 5.0 has that function?

For your 2nd question, just use layers and text.
