I believe he has claimed that he has OCD. Whether that is true or not, I do not know.
Nonetheless, pre-empting the usual reaction to such claims being made, i.e. "I know OCD patients who are gentle/kind/would not push old ladies off buses" or "I think he's lying and using it as an excuse" or "OCD means you get right to push ladies off buses", I would urge everyone to exercise a little restraint because frankly speaking, we don't know.
If the issue is indeed true and he does have a problem, it does not excuse his actions nor erase the consequences of those actions, but the world needs a little bit more understanding, like what was shown to mrbrown when his daughter went missing. I guess the world has double standards but it is worth noting that no one made fun of the incident or put the family/girl down and that is really the way things should be.

This boy/man's behaviour is certainly offensive. He may have committed an offence by threatening to hit the old lady and his pushing her off the bus could be considered as assault. However, I just wish to point out that the word 'faggot' is an offensive or derogatory term. Maybe a more 'neutral' but yet apt term might be jack*** or a**hole...anyway, I hope the bus driver or the old lady reported this boy/man to the police.

I know it sounds contradictory. But they are not offensive or derogatory in that they are not terms used on a particular type of people by way skin colour, religious beliefs or sexual orientation (e.g. 'faggot').
I think what he is trying to say is that the two terms above make reference to a person's actions, which he retains a much greater degree of control over, as opposed to say, something like sexuality, which may not be within his control (similar to race and gender).
