i guess it really depends on your job scope.
but for smart casual for some companies, no jeans allowed.
shoes usually go for semi casual as long as no trackshoes.

If no need office attire, then a Polo-t and working pents will be safer bet...you can wear jeans but in black or brown or kakis, not those blue or those designer jeans where color faded or full of designer holes  For shirt, alternatively you can consider short sleeve button shirt...but not too flowery kind :D

will be a jr technician in an IT company.
how about plain looking sneakers like adidas etc? like not so nice right?
sigh, looks like gotta spend money buy shoe again :(

It is entirely up to you. Wear something that you know you would be very comfortable in. Something that no matter what time or how you feel, it would still feel comfortable. :)

I am working part time as a cashier now, and I wear my last year's school shoes(a sports shoe). That is very comfortable for me. :)

Then you should buy school shoes. Kappa or something. It is quite cheap and comfortable.

look at what other jr technicians in the company is wearing and do the same
i don't think you want to stand out too much on your 1st day at work
blend in with your co workers and get along

t-shirt, jeans, sneakers/trainers.. my attire everyday for 2 years.

Company issued short sleeve shirt, my own jeans/pants and my good Kings safety shoe...

how long do you take to buy a pair of shoes?
1. go to the shop
2. choose shoes
3. try them on for size
4. bring them to counter
5. pay

max 3 hours

Not if your shoe size is above US12. Mi shoe shopping trip usually stretches for days and hours... and the procedure is more like: 1. go to shop; 2. ask for shoes they have in the biggest size; 3. wait for salesperson to look up and down for the shoes; 4. try them on (and usually don't fit); 5. move on to next shop

try this, search the internet for the shoe that you want
call up shop to ask if they carry that shoe in your size
make list of shops that do
go shopping based on your list

3 days max
