Will a canon 220ex function like this?

hi guys, im confused whether canon 220EX will work with 350D just like this :

in the shutter speed of (1/200).

I was more concern over the other footage where 580EX at full power flash in close direct contact with paper cause it to burn.

I tried on newspaper and the paper gave a burning smell. Have to be careful when storing :sweat::sweat:
