Only bad news are good news for the media. Who wants to read that 1 million commuters got happily to their workplaces without problems?

Look who ordered and paid the survey, look into the methodology, the questions. There is the answer / reason about the mismatch between perception and survey result.
And sometimes, if the mood is really bad, it helps to 'create' such results to lift the spirits.
