Why foreign talents are preferred over Singaporeans (in my friend's friend's company)

Pardon me, but i think it is quite silly to employ someone without probational period and straight into a company paid training / upgrading.

From the onsent, you would want to hire the right person with the right skill, since you are already paying quite a high salary.
There is no point paying such a high salary and yet have to send the person for more training.

Secondly, don't you initiate a bond or a non compete? You could easily buy an employment contract to protect your own company interest, such as in this case highlighted by the thread stater, of Singaporeans who take advantage of the company's generosity.

Thirdly, i still feel most Singaporeans are willing to work hard and would like to think this is an isolated case.
