Lightroom 2 for picture management as well as good creative controls.

You have left out a few "others": Lightroom, ACDSee ..
Secondly: what is "Photo software" for you? A viewer? An editor? A picture organizer? I wouldn't touch Windows on board tools, they are not aware of color profile, completely unsuitable for judging colors. Have a look at "Digital Darkroom" for more information.
