where to go for black and white development course?

Wrong place to post. Use Traditional Darkroom.
Anyway, B/W courses are offered at most photoclubs or try SAFRA at Mt Faber.
It is also not difficult to learn it yourself by looking up articles in the web and then going to Ruby or Cathay Photo to get materials, chemicals.
 

TRy PSS - Photographic Society of SIngapore... Both Mr. Goh Kim HUi and Darren Tong are very good instructors..
 

Go look for a nick by the name of "student". He has a vast knowledge in traditional developement and printing black and white. It will most probably be a one on one session with him and probably can give you a discount as well. Nothing beats that!

He teaches really advanced darkroom stuff, from sepia toning, diazochrome, and line conversion. He can teach you 1-on-1.
