I don't buy CDs very often (in fact not anymore) but I used to frequent Music Warehouse near Peninsula. Don't know whether the prices still that cheap.

Music Warehouse (located at TMC building, next to Peninsular) as previously mentioned has a pretty wide range at a very good price.
However, if you are looking for specialized genre, it would depend.

Gramaphone at Raffles Place MRT. Prices are not that fantastic but reasonable though. Super wide range (if you don't compare them to HMV).
Juz visited Music Warehouse and they don't have it. Later found it @ HMV but it cost $27!

Gramaphone also has a branch at Specialist shopping center basement. Pretty good selection there.

A music stall among the array of stalls, below the hawker centre. hard to find. The prices are between 1 to 2 dollars cheaper compared to other places

For new contemporary pop stuff, go to Fook Leong at Chinatown. Haven't been there for ages, and I'm not sure if its still there, but it was known to have the cheapest CDs in Singapore.
ooh.. been wanting to get that album also... i can check out the price at Chinatown for u if u want.
Is it the one @ Smith Street Mkt? If yes, can sms me with the price (if available) tomorrow? I'm thinking of going there in the afternoon, before SEED. Scared I might make a wasted trip if they don't have it.
