You don't need a darkroom to develop film only. You'll only need a darkroom if you're printing. All you need to do is to use a darkbag, put the film tank, the picked film and a pair of scissors inside and load the reel in the dark bag. I have sent negative to both places, and usually I would get them to print a contact sheet as well. It will cost around $10 to have the film developed with a contact sheet. Its not easy to figure out how the image look like from the negative.
You can also instruct Ron to push or pull the film for you, at extra charges. I'm not sure if Ruby takes such instructions.
