I was reading Drew Pan's (Gadget3's Editor) blog, he used a garden light as makeshift studio lighting. $40 at landscaping stores. you might want to give it a try.

tagotech.com sells a studio kit for $175 which consists of 2 strobes, umbrellas, etc. The light socket in that kit is the same as you've hyperlinked. As for the bulbs, you can try your luck at any electrical outlet store. You can also buy the parts individually at tagotech. Unfortunately, I haven't found the reflector dome yet.
