What time and where to shoot Mars in NTU?

u missed the best time.... saw a photographer shooting Mars from N3 rooftop at 8 plus just now

Thought the best time will be around 11pm to 1am??
Anyway, u might able to see now and take a nice shoot of it

just a 8x32 crystalvue scope

other than N3 rooftop where else good?
