and then bring over to Japan or Germany or etc for assembly to get the "Made In" label?

just a spin on re-occuring threads.

If you are in the import and export business, you will know that this practice is illegal and can get your goods confiscated at customs.

"assembled in" and "made in" are 2 very different things. You cannot say "made in" if it's not made there.

not so easy to state if follow the above..

COO is not needed all the time during import export. But for sensitive products, it will be needed. An example is if you ship garments to USA. Due to import quota, COO is required.

I have heard of how people get around the "made in xxxx" and i have seen fake COOs. So it is not that bulletproof a system. But if caught, penalties are high.

If you make an SLR and only ASSEMBLE it in Japan or Germany, the simple fact is that more than 50% of the components are still from China or taiwan or wherever. Therefore the COO would still be China, Taiwan, etc.
either that or value of the made in japan components exceed more then 50% then that of made in other countries.

Yup, but the premise is that the parts are made in a cheap country, then only assembled in a high-value country.
