Kinda surprise since it is a new mall... ceiling collaspe....
 

Now we know the reason for the delayed in opening.
 

When it is a rush job, that is also what we heard about our MRT line, corners are trimmed. Always want to meet a certain date and top down instruction. Singapore needs to change this top down approach in many aspect. In certain countries, if safety or even workers welfare are affected, it is no go. Here, traditionally, they will bend until it collapse.

Likely no one is seriously injured. Even if we now go into an inquiry, the end result will be some workers not doing a good job or their supervisor didn't supervise. Hey, what is the root cause?

Within the construction industry, it is widely accepted fact that the industry is sick. Just that not many would admit it openly. People spent tons of $$$ on buildings but amazingly, are not willing to invest proportional amount of time building them right, building them better. Its a frustration faced by building professionals and recent labour crunch(thanks to the scholars) did not help a bit.

Just take the recent haze issue for example. Even when PSI reached unhealthy level, no one gave the order to stop work for fear of taking responsibilities for repercussions down the road. We had to put our foot down and stop work and make up for lost time later. nobody will grant us extension of time because no official stop work order was issued from up there.

The penalty of late delivery is quite high. That's why everyone's trying to do it fast. There are many unforeseen circumstances in the field. For instance, there are occasion whereby soil test taken from two tubes 5 m apart, but yields totally different soil properties.
 

Yes, there are always liquidated damegs to think of when the project is behind schedule. However, there's no incentives for early completion. That's the way contracts are being drafted here. One sided.....
 

The previous incidence of delay in acquiring fire permits with scdf, the spate of fire incidence, and now roof collapse from leaky water pipes.

I wonder when will it be a good time for me to finally make my first visit to JEM

Contracts should come with social responsibility clauses in the future. The current way it works now is just damaging the workforce.
Firms are competing to low ball the numbers, causing their employees to OT.
 

Don't new buildings have to go through structural, electrical, water, gas and safety checks before they can be opened to public?
 

Getting a building approved for use is a complicated (and painful) process. Designs will be checked and approved. Spot audits are done by technical departments on site (depending on the scale of the development). Most of the works will go by the self-declaration route.

A damaged water pipe is not unusual but in this case, it brought down a huge portion of the ceiling. Its just unfortunate.
 

They must have forgotten to ask some minister to check the ceiling and lim kopi @ starbucks while at it. C'mon lah... even hawker ctr got. How come this shopping ctr dun have??

The collapse of the whole ceiling may have caused damage to the water pipe.

Major defects (generally in other construction failure cases) can sometimes be due to: Poor workmanship. Shoddy construction. Lack of supervision. Use of sub-standard materials.

Possible reasons in other cases of major defects: Rushing to deadlines and repeated sub-sub-sub-sub-sub contracting until the last guy has so little that he cannot do a proper construction.

It is rarely due to faulty design, in this modern era.

I doubt this would happen if the main contractor was a top-level Japanese contractor, like say for example Shimizu. Or a top level French contractor like Dragages.

But unfortunately in this case, .....

One last point:

The developer and main contractor are fortunate that NO DEATHS to the public resulted from this ceiling collapse.

Or else they are in serious trouble.

There are a lot of assumptions on your part and most of them are baseless I'm afraid.
