What are your sequence of steps in editing a grainy picture with Photoshop?

I'm still very new to photo editing. I notice that sometimes the result is not good if certain things are done before another. Anything wrong with this sequence? What's yours?

Thanks in advance.

1) Noise reduction (medium filter etc.)
2) Surface blur
3) Levels
4) Curves or highlight/shadows adjustments
5) colour balance
6) brightness and contrast
7) Saturation
8) resize
9) sharpen

I use noise ninja to remove the noise first before doing anything else. After that, probably auto-levels blah blah blah

1. Crop / resize (mainly to conform to 3:2)
2. Apply curves/levels adjustment.
if going to be a b/w will use channel mixer at this point.
3. Noise ninja or neat image nosie remover filter
4. Optional adding of borders/signature.
