Anyone knows how to achieve the UV/IR filter effect digitally on PS CS?

It will appear in the actions list. (Not the menu bar)

Either you are using an ancient version of Photoshop or you didn't 'turn on' the History / actions window.

Press ALt+F9 to display it.

Click on Window in the menu bar.
You'll find it in the listing.
