The sky is very bright and as such the camera is fooled into exposing the sky correctly, but it has neglected the foreground of buildings and lamps.

When you meter the foreground properly, you run a risk of over-exposing the sky. So this is a delicate matter of choosing the correct exposure for both the sky as well as the foreground. Some would use a grad ND filter to correct this, read up on it.
