Who always under exposure the flash?

What is the real purpose of it? Howmany stop is good for portraits shoot?

The only reason to do it is for purposes where you don't want the flash to overpower the ambient lighting, as in doing Fill Flash. In fill flash, ambient lighting is still the main source of lighting, but a reduced-power flash is used to fill shadows etc.

There is no standard "how many stops", it depends on the situation and can only be found by experiment and experience.
