There are some tourists that may be too poor to stay in 3, 4 or 5 star hotels. So maybe they have no choice but to move there? But even so, they can just stay in some service apts, why need to stay in hotels? Just a thought...

actually most of them paid around $100 per night. I have stayed at pretty good places in Japan at $100 per night.
