Where do you see the word 'medieval' in the article? The German text does not use this word, nor does it make any reference to this era.
The sentence "Die Strafe hat ihren Ursprung in der britischen Kolonialzeit..." reads "The punishment has its origin in the British colonial era...".
And: what exactly is strange to you?

This penalty methods include the Middle Ages.
They fail blatantly against basic human rights.

I have no interest in it even further to discuss.

Human rights apply worldwide.

This Punishment is and remains medieval.

Worldwide yes, but unfortunately the interpretation of human rights is different one country to another.
