Is he a guard, I dont know

Is he looking at the sky?
Why is the guard looking at the bright blinding overexposed sky
Why is the sky there ?

The two railings are distracting, crop it out completely

It works better when seen and read together with your commentary, like a photo essay. By it's own, it quite weak because the context is lost. My attention went to the bright spot in the sky and the cloud formations, the person/sillhoutte did not draw my attention.

tis image in itself is flawed, cos i dun understand y u have to have 2 black patch in the picture which does not contribute anything but just a waste of space.

the railing is a distraction esp it leads down to the black patch

the part beside the guy is another distraction.

overall, bad use of border and bad composition.

could losen the crop, the 2 little specks of stairhand railings are pretty annoying, it'll look better in a wider perspective
