Firstly, you are muddling a few separate issues altogether. In Indonesia, the houses are not provided and built by government.
A typical property is a landed house built by their own money by hiring other people/neighbours/etc, so if they scrimp, its their own doing.
No contractor, professional builder, etc involved.
Yes there will be some amount that will be corrupted, there's no way to avoid it. But the total sum are too little to rebuild everything as they were anyway.
Have you seen New Orleans today? Not much can be said either.. and this is in the US, the richest (or most indebted, take your pick) country in the world.

You can't expect their government to build public housing that can protect the people from all kind of disasters like typhoon, earth quake and tsunami.
Even if they did manage to build such public housing, it will be so expensive that ordinary people need to sell their kidney to buy one. :bsmilie:

And i read that they actually siphon away the $ that is meant to improve the housing. This is the most annoying part.
