Well according to this website, the first consumer digicam is by Apple in 1994.

Before that, in 1986, Kodak came up with the first megapixel sensor which can take 1.4 million pixels.

But maybe it's Bing Crosby?

Bing Crosby laboratories (the research team funded by Crosby and headed by engineer John Mullin) created the first early VTR and by 1956, VTR technology was perfected (the VR1000 invented by Charles P. Ginsburg and the Ampex Corporation) and in common use by the television industry. Both television/video cameras and digital cameras use a CCD (Charged Coupled Device) to sense light color and intensity.

I think this is the first:

KODAK PROTOTYPE CCD CAMERA - 1975. A Kodak engineer, Steve J. Sasson, holds the world's first known operational electronic CCD still image camera. The camera used the newly developed Fairchild black and white 100 X 100 Pixel CCD as an image sensor and required 23 seconds to record a single image onto cassette tape. The camera weighed 8 1/2 pounds. Rochester (NY) Democrat & Chronicle, page 8D, October 16, 2001.
