took some photo of the lightings. but the picture turns out to haf a layer of noise... is the iso too high or what?
 

High ISO + underexposure are the main cause of noise in a photo.

i rmb puting iso at 400, but i din put on the flash. and the noise is realli like a layer cover the picture and blur out everything.
 

mayb use a tripod or a 'seat' for the camara, the long shutter, that would solve the problem. however, the windy environment should be the first consideration.

how does long exposure solve noise?
 

what camera are you using? dSLR should handle well enough, same goes for "some" PnS...
 

Long exposures also cause noise and worse - fringing. :)
