i rmb puting iso at 400, but i din put on the flash. and the noise is realli like a layer cover the picture and blur out everything.

mayb use a tripod or a 'seat' for the camara, the long shutter, that would solve the problem. however, the windy environment should be the first consideration.

I guess what he meant is that at long exposures(not beyond 1min), you will use lower ISO, giving you less noise.

what camera are you using? dSLR should handle well enough, same goes for "some" PnS...

Long exposures also cause noise and worse - fringing.
