You can try bedok jetty, the fishermen against the sunset & city line...

actually, if the sunset tones are high enough in the sky, anyplace will make a good place... just remember to include interesting foreground...

You can try Seletar reservior.

There's a viewing tower, overlooking the calm reservior, which reflect the sun on the waters... very serene view.

If the sun hide behind some clouds, the water should at least get some reflection.

Could try long exposure to smooth out the ripples on the water.

Labrador Park is nice, very good view of the sun in the evening.
