Hi, I plan to shoot sunrise tomorrow at marina barrage. 5/7/14 but I check the weather and it said cloudy. Is it ok to shoot? Please advise. Thanks

There's an element of luck involved with landscape photography and weather forecasting. Dealing with the weather is part and parcel of shooting landscapes. Inclement weather may force you out of your comfort zone and get your creative juices working.

If you want to shoot, just do it There are many times when it was supposed to be cloudy and the sunrise/sunset was glorious, just as there are many times when it was supposed to be sunny and/or clear weather, and the sunrise/sunset was absolute crap.
