Still Can't Get The Right Size

Hi there,
I have been struggling to get the correct size which is recommended, e.g 600X400, 400X600 pixel, but still get the image size of more than 100kb even though I saved it in jpeg format of around 700kb, after compression around 221kb to 230kb. I must have missed something, please help!!!!

Reduce the quality of your JPEG to maybe 7-8 (in PS).

if you are using PS
try the "save for web" command

it strips out the colour profile, preview icon and EXIF data
to make the file size smaller
