Any serious photographers here can recommend their portfolio site host.

Preferably with a choice of built-in flash templates where i can just upload my photos, key in a few text and is the porfolio is ready for display.

can try flickr, jalbum and many more... see what you like...
www.bludomain.com
www.bigfolio.com
and thousand more when you do a google search. Most need $$$.

Thanks for your prompt reply. I am looking into it.

At the same time, also considering local webhosts like webhosting and webvisions to see what they have to offer.

have tried webvision before and was their reseller. honestly i am not a happy user with them so take care ya?
Regards to your requirement, it if possible to get it up and running that easy if you are not so particular about the page design.

You can try google App to build your website and manage it actually. I have not try the widgets but it can link you to your Picassa album.
PM me if you wish to consider doing this as a biz :)
