1. in what area is critique to be sought?
Composition, exposure and tone of the picture, is the temperature correct?

2. what one hopes to achieve with the piece of work?
Nothing special, just impromptu shot.

3. under what circumstance is the picture taken? (physical conditions/emotions)
strolling outside marina city gallery on a Saturday afternoon, taking shots of my gf. Intrigued by the circular spinning object, simply point up and shoot without much hesitation.

4. what the critique seeker personally thinks of the picture
I felt I combined circular and squarish objects correctly in terms of composition. I hope it's good.

I'm not sure I like the composition here. It seems like you literally did what you said - point up and shoot. Right now, the picture has a lot of bold, stark elements competing for attention - either you have to arrange them better to at least separate them further, and place them into some semblance of order... Or you can minimize and focus on just one, I'm sure in any case, a cleaner composition will improve this.
 

I like the composition, but probably you should've separated the buildings? It kinda distracts from the main subject.
