If you want to opensource(free) U can try GIMP
If you know how to use PhotoShop, U will know how to use gimp as It is similar to PhotoShop and available for many platform, Win32, Unix, Linux, Mac, etc

Paint ShopPro(not free) is not bad too and of course PhotoShop(definitely not free).
