Just download a copy of ACDSee, the very ancient copy I used some years ago had it, believe the current ones still do ? :think:

hi. for photoshop or paint.net go to 'canvas size' just add on a small amount of number like 10-50 to get a border.. remember to choose white colour 1st.

I use photoscape. Simple n adequate.
