Soft effect. With filters or PS?

Can PS produce the kinda soft effect that you get from soft filters? I'm thinking of getting a soft filter, but if PS can already do it, then maybe there's no point getting 1.

I've seen a few of Clubsnapper's potrait gallery. And I really like the overall results of the photos. But I notice that most of them are taken from DSLRs. Can prosumer cameras produce these kinda results?

Yup! An example would be Tom Shen's potrait gallery. I really like the soft effects on some of his pics. I was wondering if those are done by soft filters or PS. And can my S602Z achieve that kinda results?
 

IMHO,
For digital, can use PS to achieve the effect.
But if you want the effect on SLR, a filter will do.
