I am not sure if it's Singapore equivalent. Sinulog is much bigger and they are doing that for a long time.

sinulog, maskara , santo nino and other Philippine festival carnivals are a MUST SEE that is put together by locals with HEART and PASSION ...... totally raw emotions

I believe Firerawkz. LiewTL and a few others have done these festivals ...... total MUST DO

The festivals are lined up from one city to another for a few weeks in Iloilo and Bacolod area for example and best way to get there is via Cebu on Cebu Pacific

That's good. When at Sinulog, just remember to put your wallet in your front pocket. Things can get pretty nasty if you get stuck in the middle of a crowd.
