Long overdue if you ask me.... if it wasn't for the army of cleaners that clean up after us.... we'll be overflowing with garbage long ago....

if you are out numbered, there is no way to cultivate that mindset to people who do not have plan to stay long. If majority don't litter, minority will not do it. Only way out is to fine them heavily.
