Sigma lens query?

Hello fellow friends!

Pardon my ignorance, Im just a newbie to the DSLR field. I knw this might be in the wrong group, but i really need some urgent advice. I bought myself a Sigma 18-50mm f3.5-5.6 DC lens but i cant seem to get a 3.5 stop! I can only get a 4.0 stop for the lowest aperture while shooting on Aperture priority mode and manual mode. Im using a Canon 10D!

Anyone can give me advice on this?

your zoom setting on the lens must be at 18mm

Just to add. The minimum aperture gets smaller as you zoom longer.
