My dad is currently in New York. Want to ask him to help me get lens in B&H in their New York branch. But are there any tax that he has to pay or can claim tax cause he's a tourist?

you will need to pay the sales tax in NYC. There is no Tax refund so make sure you cost in the tax in the overall price and make your comparisons.

Even as a tourist you need to pay 8.something% sales tax. So remember to factor that in.
