shooting at low light areas like underwater world?

Hi experts, just some questions here.

Some time ago, I tried to shoot some photos in the Underwater World, and I found myself in the most difficult situation I've ever encountered. Due to low light conditions, it demands either the use of flash or a low shuttle speed to get any reasonable pictures taken. However, the glass surfaces (or plastic) is going to reflect the light from the flash, and using low shuttle speed will result in motion blur. So is there any ways that will make shooting possible under such environment?
 

you may try ISO 3200 and using a f2.8 lens.

can help a bit, if really too dark there is nothing much you can do.
