It seems that the scout is issuing you a "red card" for taking his picture.
Hmm, when did they change their uniform colour? I could recall that the uniform is used to be khaki in colour. :dunno:

Change very long already. The first batch that used this new one was somewhere in 1992, if I'm not wrong. When I was in Sec 1, our scouts were still wearing Khaki shorts. But later, our juniors wore long pants and the same colours as these cubs.
