ppl cant control themselves isnt exactly our fault what, or the existance of the casino. i mean if he want gamble also got underground places... the cruises etc

Ho ho ho. Don't blame the captain's woes on the casino. The presence of the casino only offers him a choice to sin, but in the end he has to make that choice himself.
I'd like to think the casino as a chance to let people know their own true self. It exposes the previously hidden corrupt and greedy nature of individuals.
cause they are willing to pay whatever amount of land that the government will auction and even help offer to reclaim land from marina bay. Of course singapore loves them. There will be casualties here and there insignificant in the big picture

From what I have researched about him and LVS (that time whacking his stocks in 2009), he will do it, but not in the near future.

The casino is not to blame. He could have lost money in mahjong in his neighbourhood haunt, or stocks/shares or even on property speculation.

It is a mistake to cane him only. The law should provide for the loan shark mastermind Ah Seng who asked the captain to do these harassment to 30 years jail+24 strokes+$5 million fine - all non-negotiable. It should be an automatic sentence, like death for drug trafficking above a certain weight of the drug.
