Resizing problem

Hi,i realise when i do resizing in PS.
The picture look soft after reize.
Before resize was 3000X2000 pixel, resized to 640X480 jpeg (best quality).
Is it true that abit of USM need to be apply?

Also anyone have a problem viewing 3000X2000 jpeg in portrait mode in window picture viewer?
in landscape mode do look alright,but when view in portrait mode is abit soft.

applied USM at the last stage after resize.

it will scale down for viewing in window picture viewer, so it's soft

i need to read more on different file formats cause sometime i show people my photos on window's picture viewer,they say soft.
I told them not soft,and i proceed to open in PS and show them it's sharp when scale up.

yup, windows picture viewer will resize making the picture look a little softer.
Best results when windows picture viewer opens an image smaller than the resolution of your LCD. Once it does any resizing, apparent quality drops a lot!
 

when down sizing with photoshop, use bicubic sharper... produces a sharper image than bicubic... of course, if need be, might still need to use some unsharp
