Hoya is value for money.. quality is not bad.
I have the HOYA ND, Cir-PL, Closeup +1,+2 & +4

For closeups however, the Canon 250D & 500D Closeup Lens give better quality. It is also much easier to lock focus than the Hoya Closeup Filters. Price is much more ... $150? (If I remember correctly).

I also have a set of Cokin Cir-PL & Closeup +3... not too bad...
