If needs to be brand new, any PnS from sony and canon that fits the 300 budget will do. :p

first of all, there's no such thing as first-hand goods. it's called BRAND NEW. first-hand is usually used in reports and journalism.

anyways. if you want good ISO handling and IQ according to current standards, $300 won't cut it very much.
 

The new canon Powershot series is pretty decent except they are MIC. But if you want really high ISO then you've to look at Sony or Fujifilm :)

need not be the best. but the better ones @ that range will do.
