Recommendation for JPEG to MPEG conversion software

I'm trying to convert some pics to VCD that can be played on any VCD player for my family to see.

Is there such converter available?

If so, which is the best?

I've seen inside the nero express burner software that there's a vcd option to include pictures. Can that work? I haven't tried before.

Nero can.

there are a lot of softwares available for this
a) Photo2vcd
b) DVP Pix Play

I prefer Photo2vcd. It is simple to use.
