Recommend a simple software for video capturing?

would anyone recommend a simple program to capture any interval of a video (mpeg or avi)? what I mean is eg. to copy the section between 0:30:00 and 0:35:00.
also is there a way to save the "paused" image into jpeg?

Adobe Premiere can do that..

btw, premiere does not handle mpeg files.
