RE: Neo Print Like Software

Anyone knows if there's a software to easily create neoprint like effects? ie, load a a photo, drag and drop various starry bling bling effects.

I know it can be done in PS (albeit more troublesome-ly using brushes). But I need this for a really lay user, who is more used to doing it in neoprint booths.
