Yup it looks sad. Couldnt tell much from the tight crop. But just what about this dog that breaks your heart?

A bit of a distraction on the right background. Either cut it away or maybe can include more of it to give it more story.

I really think you captured the emotion of the dog well and the two bars in front of it's face tells a strong clear story. Black and white adds to the mood.

However, I agree with Speed that the bright spots in the right part of the frame are slightly distracting.
