Went to Punggol Beach last weekend, shot some pictures:

I mus say the beach is nice. Tho I live quite near, hardly go there.

I think I shall use Punggol beach for my swim suit shots

In PS, duplicate a layer,
then use eliptical marquee tools to create the eclipse in the new layer,
inverse the selection.
then apply Gaussian Blur, set the opacity to around 50%
remember to flatten the image.
Explore the setting until you like the effect.
