PS7 - How to bring bottom layer to the top?

hi, all..
newbie to this software.
can someone tell me to my above question?
after i create a new layer
it seems that the bottom layer (picture) is always locked.

all replies appreciated

Rename the background layer, then you'll be able to move it around.

by that you mean renaming my pic? or the new layer?
