Looks like lens flare. Caused by reflection from light. Can put on hood to remove it.

you got a fliter on your lens?

remove the filter on lens. it is caused by cheap protection filters.

and add hood for better flare control and protection.

Could be either just lens flare or the filter.

So :
1. Take off the filter and check if it still occurs. (this will be caused by filter)
2. If it does, shade with hand or hood and see if it still occurs (this will be flare on lens)

B+W UV filter will help if too expansive consider Hoya Pro 1D.

if you flip the image upside down, and flip it left to right, you will notice if the flare spot is corresponding to the hotspot/street lamp/sun in the photo,
than there is no way you can avoid it, since you are shooting the hotspot/street/sun lamp right into your frame,
remove filter might help, better lens might help. (pro grade lenses have better flare control)

btw, lens hood/shade is shielding stray light enter into your lens, and the source of the light is OUTSIDE your frame so that your lens shade is able to block it.
you can't expect a lens hood/shade can block the flare if you shooting right into the light source.

Yes, i think it could have been caused by the filter and lack of hood. Have to test it out again to verify. Thanks everyone for your comments and suggestions.
