PL filter decrease the amount of light taken it by approximately 1.5stop, but it will cause the colour to be more vibrant (polarise the colours).

Does the colouring results obtained from using filter worth increasing the ISO, which causes greater noise at the same time?

usually photographers use polarizer filter for landscape photos, and mostly shooting with camera tripod mounted, so they are afford to use a lower shutter speed instead of higher ISO.

Well situations where you will normally use a CPL will have strong lighting so you will probably be shooting at iso 100 or 200 anyway. CPL is not useful indoors or on an overcast day so there's no point having it attached....

btw, not forgetting polarizer only work when there is direct sun light present, so hardly have any issue of using higher ISO.
